How this works: matches rows by Budget Line ID — that column is the key, not something to change.
Every other field is fair game: rename items, move them between departments/regions, change Cost Type or Status, adjust monthly
dollar amounts, edit Notes — whatever you change in the file gets written back; whatever you leave alone stays untouched.
Annual Total is always recalculated from the 12 months — editing that column directly in the file has no effect.
Rows with an unrecognized Budget Line ID are skipped and reported, never created as new rows.
